Is staring rude in Japan?

Chef's answer
Japanese people stare at foreigners extremely brashly and much longer than what is acceptable. Yes, foreigners get stared at in other countries, too, but in Japan, it's at least 10x as common and 10x as long as in other countries. ... Its a habit I got in Japan, where people usually stare at me, so I stare back..
